Regional licensing, frequency restoration and future development
Russia — VimpelCom is in discussions with its affiliates regarding potential investment in its regional licensed territories with various investors, including current shareholders and the Alfa Eco Group. Since 1999, VimpelCom has been seeking third party investors for its regional expansion plans through its wholly-owned subsidiary, VimpelCom-Region, which will also explore available means of debt financing and vendor financing.
Last September, the company reported that it had been requested by the State Supervision of Telecommunications under the Ministry of Communications of the Russian Federation (Gossvyaznadzor) to release 30 frequency channels, each representing 200kHz of spectrum, in the 900MHz frequency band used by VimpelCom's subsidiary, KB Impuls, in Moscow and the Moscow Region - a request with which the company has complied. The validity of VimpelCom's frequency permissions have since been restored.
